Smoking Weed: Ghana Police Investigate on Chris Brown

Chris Brown is under police investigation for smoking WEED while performing in Ghana Wednesday, detailed a statement released by Ghana law enforcement Monday, according to Ghana Web.
"Police have commenced investigation into the formal complaint of Indian hemp smoking made by the CEO of POS Foundation, Mr. Jonathan Osei- Wusu on 6th March 2013 at the Ministries Police station against the popular American RnB artist Chris Brown," the statement read.
"The American RnB star," the police noted, "is alleged to have smoked Indian hemp while performing on stage at the Accra Sports Stadium in the early hours of Wednesday 6th March 2013."
Ghana's Section 5 of narcotic drugs [Control Enforcement and Sanctions] Act, 1990 stipulates that 'a person shall not, without lawful authority or excuse, smoke, sniff, consume, inject into the body or otherwise administer a narcotic drug on the body of that person.'"
"Half way through his impressive 90 minutes performance, which saw him use excessive vulgar language, at the Hope City Concert at the Accra Sports Stadium" said Ernest Dela Aglanu, a source for dailypress.com, "Chris Brown quizzed the over a thousand crowd, 'How many of yall smoke weed?'
After that question, the singer stated: 'If anybody tripping on ya'll smoking weed, f— them.'
'S—, I got my blunt right here' he added and pulled out a neatly rolled stick of kush," proceeding to smoke the narcotic on stage.
However, the Executive Director of Charter House, Theresa Ayowade, denied the allegations and described the offense as "an act from a song":
"Chris Brown did a series of acts on stage and this act in question which you are talking about is an act from a song; an act about a dual personality; should I do this or should I not? He did not smoke on stage. It was a cigar that he did a demo with."
